Accessorizing Jeans

I was recently watching the Britney Spears video "Piece of Me". In the video she has some destroyed jeans from destroyedjeans.com. I got that. But she is also wearing what looks like some kind of belt and/or a short mini skirt over the top of the jeans. I really love the look. Does anyone have any idea what she is wearing over her jeans?
